If I ever had to design an RP for PM3, it'd go like this:
You will start with a predetermined number of skills, including your Finisher (aka bankai), your Main Skill (the focus of your mahou shoujo) and a number of secondary skills that don't need to realte very closely to your Main Skill.
You will never level up like Accel World or SAO because this isn't an RPG. However, with accumulated playtime, you gain Experience points, and those will help in making your Fudge rolls succeed more often and your High Tension will become more effective.
If you call High Tension too much and/or too often without time to cooldown, you'll get turned into a witch on the spot, and will have to RP with a perma-Overflow edge to it. Or we'll just retire your character and make you fight Walpurgisnacht to get it back
